Operating Rules

Under the ACA, Congress required the adoption of a set of operating rules for the electronic exchange and use of health information in order to create as much uniformity as possible, to improve the utility of the existing HIPAA transactions and to reduce administrative costs. Operating rules means the necessary business rules and guidelines for the electronic exchange of information that are not defined by a standard or its implementation specifications.
